DH, you have two problems here from a customer service perspective: A) http://status.dreamhost.com/ has no mention of the panel problems. Aren't we supposed to rely on that to know about outtages? B) You need a way for users to enter tickets when they can't get to the panel. What if I could not login or some other problem that was specific to me? The panel is its own thing and isn't connected to your account, so when you can't reach either, it's usually a problem somewhere in between... which is where tracert comes in handy. I think you’ll find that when the panel appears to be down, it isn’t. Do a tracert & see where the problem is.
