It seems like SMTP/IMAP is inaccessible, along with …well everything else basically meaning my web site.

There's a support ticket in there somewhere. 'Cuz I can guarantee it's neither effecting everyone nor related to the post in question. Webmail being down, however, is related to this and... uh, they already said it'd be toast.

While I appreciate scheduled maintenance windows - and the appropriate notices - it looks like the scope on this one isn't very clear or accurately stated. It seems like SMTP/IMAP is inaccessible, along with ...well everything else basically ...meaning my web site.

Can’t this be solved without always having hours of “server down”???

Not when they're performing database upgrades, and the database they're upgrading is the same one the panel and webmail uses, they can't. They have backup servers, yes. But if the backend database needs to be upgraded, well... uh, not happening.
